Pu‘ulu Lapa‘au Board of Directors

​The Puʻulu Lapaʻau Board of Directors is a dedicated group of medical professionals and individuals who generously volunteer their time in the interest of promoting patient safety and care by improving the health, well-being and effectiveness of healthcare professionals.

Executive Committee

Sidney Johnson, M.D. Chairman

Sidney Johnson, M.D. Chairman. Dr. Johnson joined the Board in 2007.  He is a Pediatric Surgeon at the Kapiʻolani Medical Center for Women & Children in Honolulu, Hawaiʻi., and is Chief of Surgery, Hawaiʻi Pacific Health Medical Group.

​Maureen O'Neil, Ph.D., R.N. Vice-Chairman, Ms. O'Neil joined the Board in 2011 and is Nurse Manager at the Gamma Knife Center of the Pacific in Honolulu, Hawaiʻi.  She also serves as adjunct faculty at Hawaiʻi Pacific University School of Nursing.​

Kiyokawa_Miki

Miki Kiyokawa, M.D. Secretary/Treasurer, Dr. Kiyokawa joined the Board in 2020.  She is an associate professor of the Departments of Medicine and Psychiatry at the University of Hawaiʻi JABSOM, John A. Burns School of Medicine, where she is Program Director, Addiction Medicine Fellowship Program. She practices addiction medicine at the Queen's Medical Center.

​Jennifer Campbell, M.D. Dr. Campbell joined the Board in 2024. She is an Addiction Medicine Specialist who is board certified by the American Board of Obstetrics and Gynecology and is board certified by the American Board of Preventive Medicine. She is in private practice at Psychiatric Associates in Aiea.

Conrad Clifford, M.D. Dr. Clifford joined the Board in 2026.  He is a retired orthopedic surgeon from Kauai who currently works part time providing disability evaluation services.

Norman L. Goody, M.D. Hawaiʻi Island. Dr. Goody joined the Board in 2021. He is an Emergency Room physician in North Kohala and in private practice in Kona (Pono Medicine) in Pain Management, Palliative Care and Addiction Medicine. He has been board certified in Anesthesiology and in Addiction Medicine and Pain Medicine.

William F. Haning, III M.D., D.F.A.S.A.M., D.L.F.A.P.A. Executive Committee Member.  Dr. Haning has served on the Board in various roles, including that of Chairman, since its inception.  He is an Addiction Psychiatrist and an Addiction Medicine specialist, serving as Regent, University of Hawaiʻi System as well as Emeritus Professor in Psychiatry at the University of Hawaiʻi’s JABSOM, John A. Burns School of Medicine.

Robert C. Kessner, J.D. Mr. Kessner joined the Board in 2021.  He is the founding partner of Kessner, Umebayashi, Bain & Matsunaga, AAL, ALC and has been in private legal practice in Honolulu since 1973.  He is a past Board Member of the Attorneys and Judges Assistance Program of the Supreme Court of the State of Hawaii. ​​

Mary K Montgomery, D.O. Director Emeritus. Dr. Montgomery joined the Board in 2006. She has retired as an Emergency Medicine physician, Tripler Army Medical Center in Honolulu, Hawaiʻi and continues to contribute as possible.

Daniel Moreno, MD, MBA, FASAMDr. Moreno joined the Board in 2024. He is a Staff Physician in the Department of Addiction Medicine at the Hawaiʻi Permanente Medical Group in Honolulu, Hawaiʻi. He is board certified in Addiction Medicine as well as in Internal Medicine. He has had MRO certification since 2021.

John Paul Moses III, MBA, MSN, RN, APRN-RX, FNP-BC, CARN-AP
JP Moses joined the Board in 2016 and is a Family Nurse Practitioner with a subspecialty in Addiction Medicine. He is the Managing Member of Psychiatric Associates. He is active in the Hawaiʻi Association of Professional Nurses, served on the Hawaiʻi Advisory Commission on Drug Abuse and Controlled Substances, and teaches nursing at Hawaiʻi Pacific University and ACLS/PALS at the Queen’s Medical Center. In addition to his private practice, he works with the Hawai’i Health & Harm Reduction Center as an Addiction Medicine specialist.

Michele Pangilinan, M.D., FACOG.  Dr. Pangilinan joined the Board in 2019.  She is an Assistant Professor of OB/GYN at the JABSOM, John A. Burns School of Medicine.  She practices Obstetrics and Gynecology, also serving as an Addiction Medicine specialist at the Kapiʻolani Medical Center for Women and Children, Pali Momi Medical Center and Perinatal Addiction Treatment Of Hawaiʻi (PATH) Clinic.

Pajnhiag V. Real, Pharm.D.  Dr. Real joined the Board in 2014. She is the Emergency Medicine Clinical Pharmacist at Tripler Army Medical Center in Honolulu, Hawaiʻi.

Melanie B. Vallejos, D.D.S. Dr. Vallejos joined the Board in 2020. She has been in private practice on Maui since 1997 and founded Smiles of Hawaii Dental Project. She serves as a dental examiner for CRDTS-WREB.

David John, M.D. Director Emeritus. Dr. John joined the Board in 2006 and served as Chairman from 2010 - 2017. He was a rheumatologist in Hawaiʻi until 2017. Dr. John served on the faculty at the University of Missouri-Kansas City School of Medicine as an Assistant Professor of Medicine, and as Associate Dean of Alumni and Community Engagement, until retirement on 1 July, 2024. Dr. John continues to see rheumatology patients within a rural outreach program and serves as an expert witness when needed.

Geri Young, M.D. Executive Director. Dr. Young practiced Pediatrics on Kauaʻi beginning in 1981 and joined the Puʻulu Lapaʻau Board in 2012.  After retiring as the HPHMG Kauai Medical Director in Lihue, Hawaiʻi, she stepped down from the Board to serve as Executive Director of Puʻulu Lapaʻau in August 2023. Dr. Young serves on the Hawaii Dental Board.

Dr. Angela Gough, Medical Director

Angela Gough, D.O., FASAM, Medical Director. Angela Gough is an Addiction Psychiatrist with board certifications in General Psychiatry, Addiction Psychiatry, and Addiction Medicine. She is the president of the Hawaii Society of Addiction Medicine and is a fellow of the American Society of Addiction Medicine. Dr. Gough enjoys teaching and training medical students, residents, and fellows as Program Director of the Addiction Psychiatry Fellowship program with the John A. Burns School of Medicine Department of Psychiatry.
She maintains a clinical practice at the Hawaii Health and Harm Reduction Center, where her work focuses on providing treatment for co-occurring mental illness and substance use disorders for those individuals disproportionately impacted by social determinants of health. As a Prescriber Consultant for the American Academy of Addiction Psychiatry’s Opioid Response Network, Dr. Gough provides Addiction trainings for providers throughout the Pacific.

Mary Ann Lentz, B.A. Program Coordinator. Ms. Lentz has forty years of not-for-profit experience as development officer and administrator and joined Puʻulu Lapaʻau in 2018. Ms. Lentz worked at Hawaiian Mission Houses 2007-2018 and spent fifteen years teaching math and computer courses prior to that. ​
